Washington CNN —The Biden administration has finalized a new rule bolstering protections for career federal workers, marking a move to preemptively halt or significantly slow any efforts by former President Donald Trump, should he win in November, to reduce or alter the federal workforce. Critics warned that the order would allow the president to fill the federal workforce with his loyalists. Trump’s executive order created a new classification of federal employees titled “Schedule F” for employees serving in “confidential, policy-determining, policy-making, or policy-advocating positions” that typically do not change during a presidential transition. It strengthens and clarifies existing rights for career civil servants by making clear that civil service protections cannot be taken away from employees unless they give them up voluntarily. “The threat of a politicized civil service is too great, and too real, for this to be the end of our efforts,” he said in a statement.

A Black couple who claimed an appraisal company undervalued their Baltimore home based on their race have settled their lawsuit against their mortgage lender, loanDepot, which has agreed to a number of sweeping policy changes that could offer significant relief to homeowners who allege racially biased appraisals in the future. Dr. Connolly and Dr. Mott, both faculty members at Johns Hopkins University, sued loanDepot, a mortgage lender, as well as Shane Lanham, an appraiser hired by a contractor for the company, in August 2022. A year earlier, the couple had opened their home to Mr. Lanham, who is white, for an appraisal, and he put the value of their four-bedroom house in Baltimore’s Homeland neighborhood at $472,000. After the couple stripped their home of family photographs and had a white colleague pose as the homeowner, an action known as “whitewashing,” a second appraiser offered a value of $750,000. The couple said that the difference in value — nearly $300,000 higher — came because the second appraiser believed that the home’s owners were white.

Shani Mott, a scholar of Black studies at Johns Hopkins University whose examinations of race and power in America extended beyond the classroom to her employer, her city and even her own home, has died in Baltimore. She died of adrenal cancer on March 12, said her husband, Nathan Connolly, a professor of history at Johns Hopkins. A federal judge on Friday rejected AstraZeneca 's legal challenge to Medicare's new power to negotiate the prices of certain costly prescription drugs with manufacturers. The decision is another win for the Biden administration in a bitter legal fight with the pharmaceutical industry over the constitutionality of those price talks. The opportunity to sell drugs to more than 49 million Medicare and Medicaid beneficiaries is a "powerful incentive" for manufacturers to participate in the price talks with the government, Connolly wrote. LONDON (AP) — Russia's State Duma took a step forward Wednesday towards approving its biggest-ever federal budget which will increase spending by around 25% in 2024, with record amounts going on defense. Part of the Russian budget is secret as the Kremlin tries to conceal its military plans and sidestep scrutiny of its war in Ukraine. Analysts suggest Russia is in third place globally for defense spending behind China and the United States, which spends around $850 billion a year. The main driver of that growth is Russia's war in Ukraine, which is now as important to the Kremlin economically as it is politically. If there is a reduction in military spending, or a need to reduce spending which impacts living standards, it could send shockwaves through the Russian economy and significantly impact ordinary people.

Pichai was testifying in a separate lawsuit filed against Google by Epic Games, the maker of Fortnite. The Epic attorney then alleged that Google pays Samsung, Android's largest hardware partner, less than half of what it pays to Apple. Google's TAC costs include all of Google's payments to companies like Apple and Samsung to place its search engine in front of users. Apple, Google and Samsung did not immediately respond to CNBC's request for comment on Pichai's testimony.
